An inscription on the flyleaf of a book

This is from a recently purchased book ("Cats NOT" by Louis Wain, or possibly "Cats" NOT by Louis Wain, I haven't worked it out yet) that was published in 1916. I would love to know what it actually says, especially the name:

I saw “ From a friend of the author “
Then a name ,nothing about cats .
