Forgot to mention Elizabeth Cook died in 1843.

William Bowley was widowed in 1851, has daughter Elizabeth Bowley living with him but no Cook children

Yes that's him. In 1881 he was in boardings. He was a naval pensioner. He was a widower at this time. Not sure who his parents could be?

1861 Harriet is in Portsea with children John 10 and Mary Ann 3.  Harriet is listed as Married, presumably James is at sea  :-\
