Hi i trying to trace a Horace Riley who was listed as a adopted child of my 3xggm but parents are listed as both alive on the 1921 census he is then living with 3xggm daughter in 1939 does anyone know where i can go to find out more this was in Birmingham He’s a complete mystery no one in the family as ever heard of him

The Adoption Act came about in 1927 so any adoptions prior to that
were on an informal basis so there will be no official records.
As you know who is birth parents are what is it you want to know.

Have you eliminated this birth registration

Births Mar qtr 1920   
Riley    Horace    mmn Booth   
Birmingham    6d   367   

A birth should be registered within 6 weeks so a December birth could appear in the index for the first quarter of the following year

Grandparents look to be Alfred Booth and Elizabeth Maria Evans tin plate maker and
Benjamin Riley and Sarah Jane Mellor  brass furnisher.
Do any of the surnames ring a bell?
