It's confusing as the twins are Eliza and Elizabeth.  1851 they are listed as Elizabeth who should be Eliza Ellen and Ann who should be Elizabeth Ann.

Possible.
Eliza Ellen married Peter William Cummings 6 February 1865 Sheerness Kent
her father Thomas his father John.
A long way by road but not so far by boat.

She marries 2nd again under her maiden name Eliza Ellen Williams to Thomas Richard Porter 1867 at Stoke Damerel (so was the first marriage annulled, did Peter die?)

1871 census
Thomas R Porter 27  (Parler on ancestry)
Eliza E.  24
William Cummings  step son * age 5

*William Thomas Cummings was baptised 27 June 1866 at St Stephens Devonport son of Peter William Cummings and Eliza Ellen.  BORN 12 November 1865.
Address 17 Pembroke Street fathers occupation Stoker.

Ancestry.
Use the Military sub heading.

The local library usually has a subscription.

There are several Thomas Williams joining the Navy just use the dates I mentioned previously to sort
which one is yours. They are listed in the heading
