Jewellery Quarter Cemeteries Project have a variety of databases that can be searched which may help you with the burial

http://www.jqrt.org/jqc/ss/ss_searches.html
Start with searching for the name which will give you the Section and Grave no then look that up

Something else weird...

Isaac " Norton " is in the asylum in 1881 with the correct birthplace of Longton Staffs, when he has been replaced by William Lawton as head of the family. Did Isaac have a brother  or other close relative called William?

I have not found a Isaac Norton bapt at Longton either.

and the UK Lunacy Patient Admission Registers show that an Isaac 'Norton' was admitted to Birmingham City Asylum on 9th Nov 1875 and he died there (discharge reason was death) on 25 May 1913.

As I can't find a death register entry in the name of Isaac Norton in Q2 1913 anywhere in England & Wales I'd say this record is  reasonably likely to be your man

Gosh what a find! Isaac didn't have a brother called William. I'll have to look further into the family to see if there is another relation of that name.

Fantastic! I had always wondered if he was in an institution but could never find him. It's lovely to finally know what became of him.

Do you have a reference or link to that census?
