Thank you everyone.
I purchased Ivys birth certificate yesterday and Florence's first husband Thomas Stokes is listed as her father.
I'm thinking Florence never married George Deegan (he also had a wife who he left for Florence back in England who also had a young baby)
I'm starting to think that George is the father of Phyliss. 
Phyliss isn't listed with her maternal grandparents in 1921 so the only other option would be yes, she was left with aunts or uncles. She married in England in 1934 I believe and shes in England married with children on the 1939 register.
Thank you for all the information on the Canadian records, its helped greatly

Claire Phyliss Deegan who is listed on that marriage and also in the siblings obituary is Clara Deegan born 1914.
She went by both names.
So unfortunately its not my Phyliss.
I have found that Phyliss did go to Canada in 1920 and the nearest relative is listed as a George Stokes - Grandfather 🤔

Perhaps you might want to review the passenger list and Canada Ocean Arrivals (Form 30A)  ??
It doesn't look like your Phyllis.

Did she have the middle name "May" - Phyllis May Stokes ??

There are Canada Ocean Arrival Forms 30 July 1920 relating to the Minnedosa Passenger List.

William Stokes aged 27 years - born 1893 - Father Geo Stokes - 12 Spring Gardens Coventry. Going to Aurora. Ontario.  (He was on line 8 on the passenger list)

Ethel Maud Stokes aged 25 years - born 1892 - Father John Rundell. 18 Stanton Street.
Ethel was on line 7 on the passenger list.

Phyllis May Stokes aged 7 years - (Line 5 on the passenger list) Grandfather - Geo Stokes 12 Spring Gardens. Coventry.

The family were returning to Canada.

   She really tried to conceal her age in the 31 census as she was 41...calling her dau. a niece...
  She's known as Florrie at birth reg. & baptism & Flora in 1901 with the Foulds. Used Florence for marriage to Thomas Stokes 1911 & the 1911 census... heart rendering as it would have been so tough to lose her new husband and to also be pregnant. Glad she did have a nice end with a good husband...
I also saw the birth of Ivy today...odd that it never came up yesterday. Mind you FreeBMD tends to lock up a bit these days, maybe when it is busier...
