Can anyone please date this picture, c1900 or c1928

 This is a photo of either Ellen A A Brown abt 1900 or her daughter Doreen Dyke aby 1928
Ellen died when Doreen was very young and even Doreen doesn't know if it's her or her mum.
I'm not sure if the photo is showing or not as I have chosen the file but I can't see the photo.

It will be Doreen as this is a 1930s image and she looks to be around  2/3 years old.

I agree with Carol - early 1930s.  As soon as I saw it, it reminded me of a photo of twin cousins in my mother's collection.
