Foster Mother Scattered Homes

Is it possible to find the date a person went into the Scattered Homes system and when they left?
I have the following information: I am new to this site any help would be appreciated.

Both my grandfather and his brother were at this address on the 1911 census.

Can I mention that their younger brother is also in a Foster home
Frederick Gregory age 5  35 Belmont Avenue West Green Tottenham

In theory the records should be under Edmonton Board of Guardians.

I've tried Ancestry and got nowhere.Edmonton doesn't seem to be on there for the Scattered Homes.I did find their school but no sign of the Gregorys.

If their parents where James Gregory and Emily Collins who married Dec qtr 1884 Edmonton,then James died 1855- Mar 1905 and Emily 1861-June 1909.

So it looks like the children would have been taken into care 1905 onwards.

It looks like there were two older siblings
Charles John Gregory Mar 1889 and Emily Mary Sep 1885.

Thank you so much, all the information you have is correct. Emily was married by the 1911 census; she has two borders with her Thomas and Henry Gregory. They may be two of the older children.

I think it more likely Thomas and Henry are Emily's children. 

There's a Henry Bygrave Gregory birth registered in 1904 - no mother's maiden name (ie illegitimate). He marries in 1930 - name transcribed as Henry Dyson Gregory on Ancestry but looks like Bygrave on the image. No father's name given on the marriage cert. Witnesses Emily Mary Bray and Emily Lavinia Bray
