What does 'Chelsea No' mean on a Pension Form.

I have a World War 1 soldiers Pension Form 26D?? which shows a six numerical digit 'Chelsea No'. Part of the forms ID is obscured, hence the ??.

What does this Chelsea number signify and now that I know it, does it mean that I can find out any more about the individual?

I have access to Ancestry (via the Library) and Fold3 via The Western Front Association. Service records do not exist.
