Help with poor handwriting

Can someone decipher the entry on the attached for James Fleming please?  The record does not give a year that I can see but is UK Naval Registers 1848 - 1939 from Ancestry.

I'm trying to establish if this James Fleming is James William Hitchcock Fleming born in 1911 in London.

I can’t read the rating, but that date looks like 12 Feby. 67 to me.

added: and the Ancestry info says Piece 001 1853-1874.
