I bought this hat a little while ago and thought I'd see if I could trace who it belonged to. Any ideas what it says?

I'm not sure about the surname, but the address is 65 Mildred Avenue, Watford.

Looking at it again I think the surname might possibly be Whittingham, then three sets of initials, the last set looks like RNR  :-\

This looks like your man, mentioned in a 1931 newspaper article
He's easily found in the 1921 census.
