Were letters of thanks sent from Government Ministers to the parents of men in the Services during WW1?

I found this snippet concerning my Grandparent’s Silver Wedding in The Cambrian Daily Leader (Welsh Newspaper) for the 22nd June 1918.

I’m unsure why my Grandfather would have received these letters of thanks?
