Not certain how it works in Australia but would his death certificate have parents information?

Was he married or single gentleman?

An apparent descendant of Arthur has compiled a fairly detailed profile of him on her tree. Very kindly, she has also uploaded a copy of his death registration from 1926.

Unfortunately, the informant (his wife, Lola) either did not know or deliberately omitted the names of his parents. Both his mother and father are entered as 'not known.'

His age is not particularly clear; it could be 50, but there is a small mark over the '0' which could indicate that there is a missing part of the stroke that made up a '6'. Either way, he was allegedly born sometime in the 1870s.

He gives his birth place as Yass in NSW, as you state, but there are only 3 births registered in NSW in the period 1865-1885:

SMART ARTHUR W 11856/ 1871 ARTHUR, AUGUSTA A, LIVERPOOL - Died in infancy.
SMART ARTHUR DAVID 2080/ 1874 ARTHUR, ELIZABETH, SYDNEY - Married Emma Juliet Shepherd in 1898 in Sydney.
SMART ARTHUR H 5441/ 1875 HENRY, ELLEN, WATERLOO - Married Alice Mary Rochford in 1899 in Sydney.

Was he not born in NSW, not registered at birth, or registered under a different name?

I also cannot find a marriage between him and Lola and neither can the person with the well-researched tree. Having said that, I'm not that knowledgable about family history research in Australia.

Have you considered doing DNA? Unless someone who has more expert knowledge that I can dig some more information up, I don't know how far you can really get without it. I'm assuming you are a direct descendant or are researching on behalf of someone who is?

This may be your Arthur in these newspaper items.  His guardian was Michael REARDON who was the licensee of the Royal Hotel in Binalong in 1884.

Michael Reardon pleaded guilty to neglecting to send Arthur Smart (of whom he is the guardian) to school for the minimum number of days prescribed by the Public Instruction Act. Fined 2s. 6d. and 4s. 10d. costs.

Michael's wife was Margaret and they had three children in July 1884.  He also had a brother who was a butcher in Yass.  After his insolvency, Michael was also a butcher at Yass.

At the Quarter Sessions yesterday Michael Reardon, a butcher, carrying on business at Manly, was acquitted on a charge of having on February 10 and 12, 1891, forged the name of J.T. Collins to certain telegrams addressed to Messrs. McNamara and Co., wholesale butchers, for the supply of meat......

Court records show that this man was born in the colony at Yass and was aged 42.

Yes it could be it been so hard try to find any information on Arthur maybe I looking into
Michael REARDON as he was guardian to Arthur
If anyone got sometime to help me no hurry I might look up on  Michael REARDON and his wife see if I get any more that may help me
