William H seems to be married to Martha in later censuses.

William Varcoe, 3 yrs is with parents James and Mary and siblings at 1851 1908 /173/20

I believe that this is the one with mmn Parnall (siblings too).
He is born and living Gorran.

In 1861 that family is lacking William. Seems a little young to have gone off on his own: died?

Yes, there is a William but born 1855 and a death 1852.

William Varcoe of 1847 is on the censuses as born in St Stephens. Aged 19, he married Ann Arthur there in 1865, but I can't find them afterwards.

In 1871, William Virgo, born in St Stephens, is recorded as single.

There is a British Royal Marine marriage for William Vergo, to Emma Rosa Perring, at St James, Plymouth, on 22nd February 1879. Unfortunately, no parent details. George Andrew Perring and Fras? Mary Perring were witnesses. Bride and groom both single.
