The father's entry on the 1921 Census has been mis-transcribed as Annie Herbert, the original reads Arthur Herbert. The address is 10, Sheen Road, Richmond, Surrey, England (same as Probate in 1919).

His name was unveiled on his school memorial in January 1921:

COUNTY SCHOOL FOR BOYS. WAR MEMORIAL UNVEILED. ADDRESS BY VISCOUNT CAVE

Have you tried contacting Rushmoor Council Cemeteries department in case he was buried Aldershot / Farnborough. 

I am not sure where records for Aldershot Military Cemetery are, could he be there.

Where are the other two people who were with him buried

The nearest Church to Sheen Rd. is Holy Trinity but has no graveyard.
The Parish Church is St. Mary Magdalene but not sure if they were
taking interments in 1919.

HENRY ARTHUR RICHARD BIZIOU the other RAF victim is buried in Aldershot Military Cemetery.
According to some of the newspaper reports, he had local family connections.

Any Richmond churchyard
Any local or nearby cemetery to the crash operated by Rushmoor Council inc. Aldershot and Farnborough
Aldershot military cemetery
His father was cremated at Croydon but he wasn't
Cemeteries near his place of birth

The mystery continues....

Although his father was cremated at Croydon was he actually buried there or somewhere else?
Is there a family plot at an unknown location?
Was Leonard also cremated & his ashes scattered?
As all of the logical places have been searched any of the above are possible so may
be the end of the trail unless someone has a moment of inspiration.
