The address on the marriage certificate was: 7, Morna Road, London SE5.

I have some new information that seems to have solved the puzzle.

William Powell was the Methodist Minister at Chepstow, Monmouthshire in 1892 (from Findmypast).

A friend did it for me. They said:

"Open search go to Churches and there are 37 results for William John Powell"

I can see six ministers, two vicars and one curate named William Powell in the 1891 census (none of them in Chepstow).

Well, we got 37 ministers and only one was in Chepstow.

Again so pleased for you. So that means you now know when and where William John Powell was born who his parents are, whom he married and where his son William James Powell as born. Please do tell us, I'm sure many other rootschatters would love to know.
