Rees-1901-Property Purchase Society

Hi
In the 1901 Wales Census, Bedwellty, Tredegar, for Sylvanus Rees, his occupation is recorded as 'Agent:Property Purchase Society.'
Does anyone know anything about a Property Purchase Society?

Possibly a generic term for a building society.

That was 25 years later. I couldn't find any reference to the Peoples Cooperative Property Purchase Society before 1920.

Shaun J - I did go on the National Library of Wales newspaper site - I'm not good with old newspapers.  And I'm especially not good with parliamentary debates.  It seems there was a parliamentary debate in 1899 about poor people having the ability to buy houses, and how much the government should or should not be involved, and tax implications.  But my mind got tangled.  https://newspapers.library.wales/view/3431715/3431720/102/Property%20purchase%20society 

Maybe this article has something to do with it - but I just don't have enough understanding to make it out.
