Living at that address in 1921 were Annie's parent's and a brother.

Birth's
COTTINGHAM, ANNIE       mmn WRIGHT
GRO Reference: 1898  S Quarter in ELHAM  Volume 02A  Page 1063

Brother

COTTINGHAM, GEORGE  ARTHUR     mmn WRIGHT
GRO Reference: 1896  J Quarter in DOVER  Volume 02A  Page 1024

Whilst this birthdate does is different from 1939 I'm pretty sure this his correct birth.

I think I've got a little lost here: I thought that we had established that there were two Cyril Cottinghams with birth registered 1918 (I'm not including Cyril M Cottingham, Abersytwyth). They are:

Cyril Cottingham Q2 1918, mmn Cottingham Elham, Kent;

Cyril Cottingham Q4 1918, mmn Bright, Patrington, Yorkshire;

Thankfully, the birth certificate is consistent with this, and the Cyril Cottingham in Yorkshire in the 1939 register can be discounted.

It does seem that Cyril Cottingham –son of Annie Cottingham– disappears after the 1921 census. Perhaps he was given up for adoption in 1921, possibly before the birth, later that year, of the second child of the Rye-Cottingham marriage?
