I am having difficulty reading part of Harry Ambler's occupation.

...Controlled Refuse ?man.

Looking at the entire page I agree it says Controlled Refuse Tipman
compare the T with other instances e.g. Slater & Tiler and Tailor Factory Man further down the page

It may connect with his ARP function - decontamination squad, Borough of ??
He may have worked for a borough in controlled refuse, and volunteered in the same area of work.
The borough minutes may throw some more light on it.
