Harris Pelta b 1894 (+- one year)

Help me find this man! He is not coming up on Ancestry, FindMyPast or FamilySearch, yet he certainly existed as he was sent to Wormwood Scrubs in March 1917 as a conscientious objector. The Scrubs register says that he was Jewish, born in London and 23 years old.
I think it quite likely that 'Harris' was the clerk's attempt to spell a name he didn't recognise, and 'Pelta' which does exist as a surname could have been 'Pelty'.
Can anyone help??

Mother's maiden surname: BORTHENITZ     
GRO Reference: 1894  D Quarter in KENSINGTON  Volume 01A  Page 118

FreeBMD have the name as PELTZ
