Eva Stevens nee Spencer is down as daughter in 1911. She married Sidney Stevens in 1926 (possibly only a stepdaughter to Edward Henry, cannot confirm as not found a birth reg)

No guarantee that is the correct Mary Oliver. update see below

William Henry & Annie Passingham are together from 1911 maybe sooner, they did not marry until 1927.

So was Mary still alive and that is the reason for the late marriage?

Added: just to clarify - Eva (Spencer) born circa 1900 is a possible daughter of Edward & Annie. Or maybe just Annie.

Harold Spencer born 1905 is the son of Edward & Annie Passingham

1921 free index - William Edward & young family looks to be in the household of his father Edward.
