Having checked the definition of Pauper I cant see how he can be living off own means so i have now asked some more eminent people than myself hehehe.  I do wonder if it was the enumerators way of saying not working at the time.

Also I find the word Tramp to be an unfair description of a homeless journeyman/labourer.

Having subjected another mailing list to this debate they are as unsure it would seem as to the meaning.  All in all the replies varied on thethemes of street walkers or people who had no real money save a little allowance each month like an annuity.  Sorry it didnt help :(
