Had a look on 1837online for Prudence's birth, searched December quarter 1848 to March quarter 1850, but couldn't find it  :-\ Could she have been known by anything else?

There are two Thomas Halls in Birkenhead on 1861 census, one with wife Jane and son Henry aged 3, the other with wife Jane, sons George (4) and William (1) and his inlaws George and Mary Reed and their children. Although just because Prudence was born there doesn't mean they'd be there in 1861 of course. Have you got anything more for us to go on?

Regards,
Catherine  :)
The only Prudence Hall I could find born between 1847 and 1851 was born in Herefordshire and is with parents John and Mary in 1861  :-\

I've found a Thomas Hall on 1871 census, in Birkenhead, a bricklayer, with wife and children (no Prudence though). If you think this could be the family I'll post full details and trace them back to 1861 census....

Catherine  :)
