Can some lovely photowhiz clean up my mystery man?

I don't know who he is but I suspect he might be one of my Waters ancestors.  Love to see him a little clearer and maybe get someone to date him for me.

Hi Souixzie,
                    I am posting this quick cleanup.
This is one of those difficult photo's. If I proceed
any further with my limited knowledge, i will start to
destroy the original detail. Therefore before I proceed,
I am going to do something very painful.  I am going
to think about it.

Cropped the worst bits off. Filled in a few "holes". Blurred the background a bit, changed to b/w and played with brightness and contrast.

Not very good on dating men's clothes but the collar and tie look reasonable and I would say after 1910, when the ties had a large knot and the collars could be very rounded or with corner bits. It's difficult to distinguish the lapels on the jacket.

A higher resolution would yield a better result.
