Such marriages are contrary to canon law.
True of the Catholic Church but a Dispensation can be granted. Other denominations tend to be more permissive.

How do you know it was the Home Office? That would perhaps give an insight.

There have been attempts, with mixed results, to discourage it particularly in communities which are small or where there is such a tradition.

This is fascinating. The authority for who should be buried in a churchyard is the incumbent, with just possibly the Diocese intervening. So how on earth did the Home Office get involved? If it were to do with infectious disease, it wouldn't be the Home Office either, but the local authority's Medical Officer of Health.
This might well have led to a local scandal - heve you tried the local papers - perhaps for a funeral report or for a report of the decision?

He appears in CCED: https://theclergydatabase.org.uk/jsp/search/index.jsp if you just search for the name there are only two possibilities, try the second one

Have you had a look at the newspapers - Welsh ones are free at https://newspapers.library.wales/ (I note that @osprey got there before me)

This Old Merthyr forum isn't heavily used, but might be worth a shot (and there's loads of history on there as well) https://oldmerthyr1.proboards.com/board/4/merthyr-tydfil-family-history

From the few I've seen the 'professor' in the title doesn't mean university. My interpretation is 'teacher of music.'
