I do believe I have found the fellow, living with his rather large family.
1871 census has him listed as Tom Bussell born Colyton, which is a stones throw from Northleigh.

Found the wedding of Henry Bussell to Kate Strawbridge (Axminster 1884), and you will see from 1901 below they married before moving to Lancashire, and after they had already had 4 kids

Walter Bussell married Annie Wareham in 1896, they are both working as Porters at High Holme Workhouse, Louth, Lincolnshire in 1901 census Annie is 35 and from Axminster, they also have a 3 year old daughter Annie born there in South Louth.
John Bussell is living at 27 Peters Street, St James, Westminster, London in 1901 with his family and the mother in law

The only one I could not find after 1871 was James Bussell, not even a death.
May have gone to US, there were a couple in the 1900 US Census but I cannot view them.
