Cornwall Lookup Requests / William H. ROGERS, b. August 20, 1835, England

Can anybody please do a lookup in Cornwall parish records for a William H. Rogers born August 20, 1835, whose mother's surname was Rule?  If so, please read on, and thank you.

I need help proving the parentage of my great-grandfather, William H. Rogers.  He was reported in the 1910 census to have been in the U.S. before 1850, but I've spent years combing the 1850 census and have no really good candidates for the position of great-grandfather among the lot of the William Rogers of various spellings I've found.

Rogers, William H., Husband, M, W, 72, Married 52 years, born England, both parents born England, Immigrated 1838, Naturalized citizen, Speaks English, Mechanical Engineer, Working on Own Account, Not out of work 15 April 1910, 0 weeks out of work in 1909, Can read and write, Rents house.
Rogers, Marie, Wife, F, W, 69, Married 52 years, born Pennsylvania, both parents born US, No occupation, Can read and write.

My only clue is the tentative surname of his mother on his death and funeral home records: Rule.

The information for the death certificate, funeral home, and cemetery were all given by his youngest son. 

So I searched for Rogers married to Rule and I found an IGI record and would like to think it's my great-grandfather, but if he was born August 20, 1835 he must have been baptized before he was born if the IGI record is correct:

The 1900 census information differs slightly in all respects from earlier and later census records.  In it, he's listed as having arrived in the U.S. in 1942.  I should note that these are city folks who moved from one rental to another, and also that census information was occasionally provided by neighbors if the enumerator had trouble catching a family at home.

Since he may have come to the U.S. after the 1841 census in England, I looked for him and found this possible candidate:
