I think this Mary Ann Sheppard is probably the one in the 1891 census aged 20, an assistant school mistress.

The children taken on as monitors/monitresses to train as teachers were sometimes as young as 13.

The school seems to be more often referred to as the Military Road School, or the Military Road Board School.

There's a Royal Marine named Lackey Woods in the 1851 census at Pembroke Dock - age 21, born Sligo.

Have you seen this ? Not sure of the provenance but Eliza's parents are recorded as Joseph Scales (a gardener of Mount Pleasant) and Mary Johnson:

A better quality scan might help. Even the printed bits are blurred and hard to read.

One of the signatures is Joseph Saml Scales. Below that Alick Williams and below that John Lucas ?.

Sackett's will was proved in March 1757. If he died in the East Indies it would have taken several months for news of his death to reach his family so presumably he died some time in 1756.
