I wonder if this is Harriet in 1901?  The age is out but I can't find another Harriet LIVINGSTONE born in Wrexham that would fit, she would be single as her marriage to Leopold would have been invalid.

Unfortunately it looks like "no records of inmates survived prior to 1907. However a small proportion of inmates in Crumpsall can be found in the New Bridge Street creed registers 1881 to 1914"

I agree that Richard looks more likely but I mentioned William as he was named in the other newspaper report.
I would like to see the original record to be sure, but I can't find a way to see it.

The 1901 and 1911 census has both a Richard and a William living at Higher Broadridge, Cornworthy Tideford, Cornworthy, Totnes, Devon.
