The Common Room / Long Stay Hospital

One of my forebears had a severe mental handicap and spent many years in a hospital.  Checking the Electoral Register for 1948 I was surprised to see his name included with all the others who were aged over 21.
Was this standard procedure for all over 21's regardless of where they lived - apart from prisons.

From the National Archives I have got a record of a Royal Marine Light Infantry Chatham Division.
What I seem to have is his disciplinary record 1924 - 1936.
No mention of any ships he served on.
Are there any other records I should be accessing - if there are where can I get hold of them?
I would like to know which ships he served on.

Researching a Leeds establishment that was firstly a reformatory then an industrial school. Inmates/pupils came from all over the U.K.
How were these establishments funded 1860-1930 - National Government or Local Authority.
How long were pupils in these schools and where did they go afterwards  -  into service?

Found guilty of a serious physical assault in 1929 one of my forebears was sentenced to be birched - a minimum of twelve strokes and six months in prison. When would the birching have taken place - at the start of the prison sentence? and what would it have entailed?
His partner in crime was similarly sentenced but the report says he was excused the birching - why would that be?

Just got the naval record of one of my forebears.
He enlisted in 1911, left in 1919 and re-enlisted in 1924 and remained in the Navy until 1937.
On his record in the column headed 'Name of Division of Ship' there are about 40 entries and each one reads CHATHAM DIVISION and then on many it says '(at drill')
It doesn't name any ships he sailed. Surely he wasn't based in Chatham all the time. 
Was he recorded as being at Chatham because that was the administrative centre?
was it common practice not to name the ships sailors served on?
