Hi. You can't really assume that there was a surname switch at a particular point in time. What you have is a series of "snapshots" and there is nothing to say that Charles did not rock back and forth between the two surnames. He might just have used both of them.
Did he have any siblings? What did they do?

The marriage was at a register office http://www.westmidlandsbmd.org.uk/marriages.php so it is not even possible to look it up in church records.

I was just going to sat that. There are lots of records, including the seaman's medal, for that Henry Aro born 1876, but the death record and 1901 census are for born 1867 :-\
