Charles Charles of Burnley

I'm trying to find information on charles Fell Charles, of Burnley. So far I have the census returns from 1851 to 1891, but I have nothing before 1851. I'm trying to find his parents, any siblings etc. He was born about 1827 in Burnley, I have searched the I.G.I, but found no records of this family.
Any help or info gratefully received.

Lancashire BMD http://www.lancashirebmd.org.uk/ has a marriage record for Charles Fell Charles and Margaret Pate in 1847: the marriage cert will give his father's name and occupation.
