Missing Newport Deaths

Can anyone tell me please were deaths always registered as sometime you find that births were not registered? I have tried for two year to find the deaths of my great ante and two great uncles, all born in Newport. I have look in Newport library for their deaths between the census years but cannot find them, I have also looked on B M D. but without any success.  Any advice would be greatly appreciated.
 
Michael Hourihane b 1852 is on the 1861 census age 9 not on any census after.
John Hourihane b 1859 is on the 1861 census age 2 not on any census after.
 There is a John Hourihane on the 1871 census aged 2 but this is my Grandfather.
Also on the 1871 census is Jane Hourihane b1865 aged 5 not on any census after.

and other children are on the 1881 census at
8 Thomas Street
Cardiff
St. Mary.  Glam.

They also seem to be HOURAHAN on the 1871 and 1891 but I do not have access to these census.

Thanks for all the info on my family all my familys children were born in Newport.  But the Cardiff family is a possibility the ages are near, or they could have lied about place of birth for some reason.
