passenger lists FROM New York to Scotland/Ireland

Does anyone know where I can access passenger lists from New York to Glasgow and Dublin in 1936/37?  My grandfather returned from NY at that time and I am trying to trace his footsteps.

At the National Archives although not indexed :-\.  Arranged by port and year, I believe.
