1841 & 1851 census

I am having trouble finding James Rudd on the census. He was born abt 1837 in Hadley England. I am not sure in which county. I have checked Shropshire & Staffordshire but he has not been found. I believe there are other Hadley's in England. I been told of Worcestershire and Middlesex to name some. James parents were John Rudd and Mary Sullivan. Could someone please check the census in these two counties and if there are any other counties there are a Hadley. James didn't come to Australia until 1857. I got the information from his marriage certificate. I keep coming to a brick wall with him.
