While the idea may be a good one, it doesn't always have the desired effect.
Say you "bump" an old post to help it get noticed again - the original poster then replies saying still nothing more to add - the thread now has two replies showing, the last one by the originator of the thread and it looks at a cursory glance as if the answer has been given and acknowledged. No-one else looks at it and it may then sink back again.
Moving posts to the correct county from a general look-up board can have wonderful results though. A thread that has not been answered can suddenly get two or three replies and the information supplied. Result!

This is a difficult one to call - bumping too many and raising hopes can be a bad thing so it should be done with care and preferably (personal opinion here) not too often.
