John BALE in 1861 census

Hi I am having great problems tracing the birth of John BALE, my G.Grandfather. According to 1881 census he was born in Sidmouth, Devon about 1847 His father's name was James. James BALE was suppose to be a sea captain.
The only census return I can find that remotely fits is the following
     John HATCHWELL(BALE)  WiSn age 3 born Harpford Devon
     James BALE                    Head   age 23  Sugar Baler born Exeter Devon
     Ann BALE                        Wife    age 25                      born Sidmouth Devon
     Emma BALE                                age 5m           born Newtonpopleford Dev

Address was Marsh ,Sidmouth
It would appear Ann either has been married before or has an illegitamate son
Has any one seen this family on either the 1861 or the1871 census
John became a master grainer and painter and decorator in Fulham London
Any clues would be greatly appeciated
