A birthplace is usually far better than where you expect them to be since our ancestors did like to confuse us by moving about a bit - that's not to say that they didn't lie about the birthplaces too, but often they were more static than where they were in each census. Having said that, I still don't find them using the information you have given.
What details do you have from the 1901 census? what was his occupation? are there any children that you know of? and what are their birthplaces and years. The more information we have the more of a chance we stand of finding them.
