I find these two entries in 1891, which look like good candidates:
RG12/509, f81, p9; Greenwich, London
4 Wellington Grove
George Simpson, boarder, Widr, 32, Steam Boiler Maker, Cumberland Carlisle
RG12/509, f26, p46; Greenwich, London
25 Randel Place
Joseph Simpson, Visitor, S, 31, Engine Turner, Cumberland Carlisle
(Household of a James and Dinah Russell, James also being an Engine Turner.)
1901 yields:
RG13/537, f80, p29; Greenwich, London
52 Blissett Street
George Simpson, H, M, 42, Engineer Turner, Cumberland Carlisle
Emmeline do, Wife, M, 36, , Kent Dartford
Catherine M do, Daur, 3, , do do
Vera do, Daur, 3, , do Greenwich

Frederick Honeyball, Boarder, S, 24, Engineer's Labourer, Suffolk Wickham Brook
Arthur do, Boarder, S, 23, Engineer's Labourer, do do
RG13/537, f117, p39; Greenwich, London
75 Ashburnham Grove
Joseph Simpson, Head, M, 41, Engineer's Iron Turner, Cumberland Carlisle
Helen C do, Wife, M, 33, , London Greenwich
Victoria M do, Daur, , 1, , do do
Frank S Sinden, Boarder, S, 27, Postman, do do
There are a couple of other marginal candidates for both Joseph and George, but the occurrence of both names in such close proximity, with the right sort of professions, seems like a clincher to me. Now you've just got the questions of when and why they went to London, and when and where George was married and widowed!
Cheers!
Mike
