How Do I get rid of marks on skin?

It's very strange. There are definitely marks on the collar as well but not the suit. What's the background like? Send me the large version by e-mail, if you like. I'm fascinated.

I'd say he wasn't all that old (well, compared to us  ) - maybe mid-late twenties

Here's my attempt -
Contrast reduced as Vikki's advice, then
Gaussian Blurs (IIR) with layer masks to limit area. 
Then (yet) another layer with a mask to cover the bits I was too lazy to repair.
