It's very strange. There are definitely marks on the collar as well but not the suit. What's the background like? Send me the large version by e-mail, if you like. I'm fascinated.

I'd say he wasn't all that old (well, compared to us  ;) ) - maybe mid-late twenties  ???

Here's my attempt -
Contrast reduced as Vikki's advice, then
Gaussian Blurs (IIR) with layer masks to limit area. 
Then (yet) another layer with a mask to cover the bits I was too lazy to repair.
