Hi Yogibear
This one is a very long shot age is right birth place right I think but different job, perhaps he didn't like being an appentice shoe maker and changed to work on the railway. You will have to make up your own mind on this chap

1851
John Jessett? head mar 42 boot & shoe maker Cheltenham
Elizabeth "      wife mar 45 sales woman?  Gloucs Twminge?
Thomas Wright apprentice u/m 14 appr to shoemaker Gloucs Twminge
living at Cheltenham Gloucs
H0107/ 1973
folio 685
page 33

I carn't see him on the 1841 census

There is this family might be worth thinking about

Emmanuel Wright 33 butcher born in county
Ann               "       30                    "
Clara             "       8                      "
William          "        6                      "
Thomas         "        4                      "
Frederick       "         2                     "
Mariah          "         2 months         "
living at Twyning, Gloucestershire
H0107/ 360/18
folio13
page 20

In 1861 he named one of his sons Arthur Emmanuel so there might be a connection, being as the head of this family is Emmanuel. It could be just a coincidence. It's up to you what you think. Could be or might not be, closest I could see.
