Hi Krissy,
On the actual census image William Cooke's surname could be read as Drake and looking closer, Ann's surname could also be Cooke if you try hard!! It's odd that she would have a different surname when it says she is Wm's wife and married, but on the 1851 census she is definitely Drake.
To complicate matters there is another Ann Drake on 1861 census, same age, birthplace and occupation but on her own (perhaps she ran round the block to be counted twice when the census enumerator called):

Ann Drake head married 38 Seaman's wife Devon, Devonport
I haven't found William in 1851 yet, (as I said, probably at sea) and the only Henry Cook(e) I can find so far in 1871 was a policeman.... where was he living in later census?
