Hello and Welcome to Rootschat!  ;D

There are 34 individuals with the Surname spelt 'Arthur', but there are no Ruth Arthur's listed at all when using 'Liverpool' as a keyword in the 1901 census. She may have had another christian name or not been from the area or the  Surname has been misspelt and not being picked up by the 1901's (awful) search facility.

There are 7 Ruth Arthur's enumerated in the UK in 1901:

Name Age Where Born Administrative County Civil Parish Occupation

Ruth Arthur  7 Warsh Honington Warwick Honington

Ruth Arthur  7 Warwicks Ilmington Warwickshire Ilmington Entire

Ruth Arthur  12 Lancs Liverpool Bootle Bootle Cum Linacre   This is your best candidate  :D

Ruth Arthur  17 Lambeth London London Battersea Dressmaker

Ruth Arthur  39 Kent Gravesend Middlesex Finchley

Ruth Arthur  49 Mon Bedwellty Rhiw Sir David Monmouthshire Abersychan House Keeper Dimestic

Ruth Arthur  50 Hants E Tytherley Southampton East Tytherley

Your Grandfather seems to have been born illegitimate and that is why no father is listed on the birth certificate. I would suggest purchasing credits to see where the above Ruth was living in 1901.
