lmj,
These aren't passenger lists but they might provide clues:
Have you seen the website for Manitoba Vital Statistics:
http://web2.gov.mb.ca/cca/vital/It shows:
Albert KINGSLEY married Margaret TAIT on 16 November 1899 in Plap (Portage la Prairie?), Manitoba
and
Dorothy Louise KINGSLEY married Arthur Martin DICKERSON on 14 November 1907 in Plap (Portage la Prairie?), Manitoba.

Search on KINGSLEY

http://www.mts.net/~mgsi/Manitoba Genealogical Society
Perhaps someone at the Genealogical Society could point you in the right direction, as well.
Dorothy's marriage record should list her mother's name. Perhaps then you could search the BMD for her mother's death record and might find some other information that way. I'm assuming they came to Canada after her mother died but that's just a guess. Albert's marriage record would show if he was divorced or a widower.
I can't tell if this information for the Portage La Prairie City Library is current but you could try it:
