Ok I'm going to try again with another Rowe problem.
In the 1851 census I have Joseph and Charlotte Rowe living in Mill St, Ottery St Mary with their 2 daughters - Hannah Sophia aged 5 and Charlotte Mary aged 2.
In the 1861 census the family is still in Mill St. Hannah is now 16 but Charlotte is now only 6 - she should be at least 12. (Other children include Ellen aged 9 and Joseph Edward aged 1)
In 1871 there is a Mary C Rowe (aged 16) visiting the Butterworth family in Jeffrey's Garden, Yonder St, Ottery St Mary.
And in the 1881 census is a Mary Rowe aged 25 working as a servant for the Cooper family in Tiverton Devon. (This might not be right since Tiverton is quite some distance from OSM.)
Anyway I found one birth record for Charlotte - Sept quarter 1848 Honiton which matches the older Charlotte. I cant find the younger Charlotte Mary's birth, or the older one's death - assuming she died.
This family were independents and it seems that freeBMD havent done the independent registries yet.
Can anyone confirm that Charlotte Mary Rowe died between 1852 (after Ellen was born) and 1855 when the second girl of the same name was born to the same parents.
Hope this makes sense.
Thank you
