Is there any way i can find out if a rellie was still in the uk around these dates

Rellie Percy moon born 1886 and was living in Preston lancashire in 1901
Moss, Moon, Singleton, Whittle, Chorlton, Gloag ,Morris all Lancs and beyond

Being over 21, he should be on the electoral rolls. These are probably at the Lancashire Record Office by now. I don't know if they are sorted by name or by street.
Looking at ALSTON in south Ribble area, ALSTEAD and DONBAVAND/DUNBABIN etc. everywhere, HOWCROFT and MARSH in Bolton and Westhoughton, PICKERING in the Whitehaven area.

He would only be on the rolls if he was a ratepayer or house owner.  Universal sufferage came in 1918. The rolls are done on a street by street basis.

The Electoral Rolls (books) for Preston are in the Harris Library.

If you know an address or even the area of Preston he lived in you should have a good chance.

Preston had male suffrage long before the rest of England, since the 17thC possibly. Men over 21 who had been resident in the borough for a certain length of time could vote.   :) Exceptions were paupers and any man who had been convicted of crime. Preston got a special mention in the Great Reform Act 1832. Radical M.P. Henry Hunt represented Preston.
The poll book for 1830s & '40s is in Harris Library, Preston. 4 of my ancestors should be in it but I couldn't find them on a quick look.

If it's Percy MOON b America, as appears in the 1891 and 1901 census at Preston, then he's still in Preston for the 1911 census (looked it up on familysearch, but you could probably find him and further details on other sites).  ;)

if these were his children he was certainly in Preston in 1909
