Good morning everyone.  I am sitting here looking at your posts absolutely stunned.  I don't even know where to start but here goes.  I've never heard of the name  Whelan. 
William Phelan who died in 1959 at Red Cliffs, Victoria is definitely my grandfather, as is his marriage to Violet Eva Robertson in 1925.
Do you think the name Whelan is a transcription mistake (it doesn't look like it on your other posts) and it explains why I cannot find my grandfather's birth certificate.  I spent all yesterday afternoon 'putting money in the slot' so to speak searching for it.  Now i'm just confused. Trish and Jen, I can see the births you have quoted for the other children, so where is William's.  When I was looking I was searching 10 years either side of what I thought was his birth date. What do you suggest I do.  Keep looking for William's birth cert and work back from that?

he  may  be  James Whelan born 1889  who  knows  this  is a very tricky  one

I would be inclinded  to  buy  his wedding certificate  if  you dont  allready have it  as he himself would  have supplied  the  information  on  it  whereas  someone else  has done  this  for  his  death?

Whelan  and Phelan  are an interchangable Irish  Names  if  thats how  you explain  it same name spelt different hence  the  variations  of  the name on  the indexs

Elizabeth Ellen TROETH nee PHELAN died 1965 Ballarat aged 63
Margaret Ann WELSH nee PHELAN died 1970 Pascoe Vale aged 77
Mary PHELAN died 1940 Collingwood aged 60
John PHELAN died 1951 Elsternwick aged 64

Andrew Patrick PHELAN died 1983 Essendon aged 84 (Parents listed John Martin & Maryanne no surnames)

I tend to agree with Jenn. The marriage certificate may be useful - it should give his birthplace and the name of both his parents - although the war record gives his place of birth and age & his father so it would not give alot more information.

I was a little quick to pick up the Whelans perhaps - Mary Ellen is now Mary Ann
I shall look a little closer!

There are a number of children born to Charles Strickland and Mary Ellen Foran
but no William? There is also a marriage for Mary Ellen Foran in 1899 at Ballarat.

I don't think I am much help, shall wait for Genni to check  :)

I would  hazard a guess and say  the death details  for mary ellen  should be mary ann
