Army order 23 of 1898

My great grandfather rejoined the Colours under Army Order 23 of 1898. To date I have been able to find what this regulation was and would be grateful if someone could point me in the right direction. I am also interested in the Special Army Order of 2nd April 1898 concerning new messing rules.

You will have a problem with getting the info from Army order books as its only the Army that still have them. you could try the 'NA' at kew.
