Hello
I think the place to start is by finding William b 1823 on the 1851 and hopefully 1841 censuses.  To help with this can you tell us whether William was married when he emigrated and also what occupation(s) he followed?

as far as I can tell william born 1823 migrated alone he married in australia.
his father william ball married to ellen furze probably cornwall. he was a ships carpenter so it would probably have been a coastal town he lived in.
I have searched 1841 and 1851 census and cannot find them...
younger william named his children (some of these may be family names)
william samuel
Lucy
james
john frances
lucy marion
walter
alfred ernest

Have you looked at immigration records for William's entry to Australia?  You might find some extra info there about his origins.
Just a thought.
