How to put frames around a pic

I have gone through all the tutorial re frames, but I am still not sure how to get the frame around the picture. I have tried all that I know and seem to have missed some directions.
If someone could send me a picture of what I should do with actions to get the frame around the pic I would appreciate it.
I know how to load actions, but the rest is just not there.
